Yes. Yes it does. Had that on my old laptop (an Acer). Considering the whole machine was prone to overheating and general failure, the one thing that can be said for the Intel chip is that it survived that longer than the ATI one that was also somewhere in there. The Intel chip WAS good enough for the really simple games, but I soon switched back to a PC for anything more complex than PS 1 emulation.
Anyways, besides the brandbashing, I think 6 GB Ram is the bare running minimum for Windows 8.1 (also 7, I think), and 8 GB is recommended. Might also be a factor.
