I did have this working, the trouble is that you often end up leaving a zone when you don't want too and the same in reverse.
I'm sure there's a way to implement this, when I have a bit more time i'll play Sins and work out how they did it. But for now there are more important things to work on.
No performance is fine, as long as you're not trying to run the game on a netbook.
Zone sizes, the contents, the number of Zones - all can be set before the game starts I just haven't exposed the parameters yet.
The Zones are a random set of sizes at the moment, some small, some large. The reason it's set this way atm is to reduce the amount of time for ships to move around the zone map (obviously the bigger the Zone, the longer it takes to traverse.)
Point-to-point should help with that though, when it get's added.
