That seems like something that would fit better in a game with heavier micro though. Even then, that's more RPG than RTS in my opinion.
Realistically, if I'm setting up fleets and can recruit officers to give me boosts to ship/fleet stats I'll use them, but if I'm being given random officers that have no immediate use it'll turn into an aspect of the game I simple don't use. At the apex of a play through I don't want to have to fight my command staff as well as my trading routes, unit production, resource procurement, and economic base, on top of combat plans and battle tactics.
Stellaris is a good example of that, it gives you random commanders/leaders (as well as research) and whether or not they're even worth using is all up to chance. In reality galactic empires would be able to recruit the type of commanders they need and wouldn't accept or appoint lacking ones, especially to oversee monumentally expensive ships.
